About DHS PACTS

U.S. Department of Homeland Security (DHS) Program Management, Administrative, Clerical and Technical Services (PACTS) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract is set aside for Service Disabled Veteran Owned Small Businesses (SDVOB).

The PACTS contract is a suite of five-year, indefinite quantity prime contracts which is collectively referred to as PACTS. The primary goal of the PACTS contracts is to provide a broad range of non-IT services and solutions to fulfill the majority of DHS agencies and its components services needs in four functional categories: Program Management, Administrative, Clerical and Technical Services.

BVTI is a prime contractor in two of these categories, Program Management and Technical Services (FC1 and FC4).

Functional Categories

Functional Category 1 - Program Management

Provide advisory and assistance services on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, and business process improvement. Services under the Functional Category may also include but are not limited to that of general management consultant that provide a full range of administrative; human resource; marketing; process, physical distribution and logistics; or other management consulting services.

Functional Category 4 - Technical Services

Provide services in the support of physical laws and principles of engineering in the design, development and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects and related services.

BVTI – SDVOSB

BVTI has for 7 years provided cradle-to-grave services for acquisition management, including automated market research design, workflow processing, simple source selection, secure acquisition facility construction and management, and conference management. BVTI also provides cost and pricing analysis to the FAA.

1st Choice Staffing & Consulting - 8(a)/SDB/WOSB/Hub Zone

1st Choice is the logical first choice for staffing needs, especially in physical security, acquisition, finance, and HR. They provide support in training, consulting, and project management. Ethical business practices and prompt service have created their success and will continue to do us under the PACTS program.

Advanced C4 Solutions - SDVOB/SDB/8(a)

Formed by Joint Tactical Communications professionals with extensive experience in military telecommunications, AC4S specializes in public safety networking between local, state, and federal governments. AC4S has specialized experience in system and network architecture, requirements analysis, and system integration and implementation. They engineer solutions, evaluate and field systems, develop prototypes, perform systems integration, and support life-cycle management of installations.

CSCL - SDVOSB

CSCL's IT services organization has a network of over 300 resources across North America. CSCL develops and supports CS/10,000, which is an easy-to-use software development methodology and process management tool. Their tools help customers achieve CMMI certification. CSCL's Knowledge-Base approach is a productivity multiplier for organizations working to implement CMMI upgrades into existing infrastructure.

Dev Technology Group, Inc. - SDB

As part of the BVTI team, Dev Technology provides familiarity with the DHS mission and business processes having supporting DHS and its legacy components since 1998. Including major enhancements to SEVIS, DevTech enhances such DHS functions as immigration enforcement, border patrol operations, benefit processing, A-file records management, and financial and other reporting processes.

Global Technical Systems (GTS) - 8(a)

Global Technical Systems is a certified 8(a) business with headquarters in Virginia Beach, VA. They perform C4ISR design, development, integration, installation and testing, including FusionCommand™ capability with Embedded Sensor Fusion to DHS S&T in support of CPB for land and maritime-based surveillance systems. GTS also specializes in identifying requirements for maritime and land navigation and sensors, and oversees integration of such solutions.

InTEROS, Inc. - WOSB

InTEROS is the supply-chain expert on team-BVTI. InTEROS offers superior performance in every major functional area of supply chain management, including procurement, supply, maintenance, transportation, deployment, and distribution. InTEROS's supply chain expertise has been used by several Government Agencies to include Customs and Border Protection (CBP) and Defense Logistics Agency (DLA).

Management Support Technology, Inc. (MSTI) - SDVOSB

MSTI competencies include program and budget support, records management, studies and program evaluation, and systems engineering. MSTI's ISO 9001:2001 Quality Management System (QMS) approach will benefit DHS PACTS by bringing a structured and predictable approach to every task and technical requirement, and ensure processes are correctly followed on time, every time.

Organizational Strategies, Inc. (OSI) - NAOSB/VOB/8(a)

OSI provides management consulting and training to Industry and Federal Government Agencies professional support. OSI’s incident reporting training is used by FEMA and the U.S. Fire Administration, making OSI a logical choice for emergency and disaster training, especially in eLearning environments. Logistics, Systems Acquisition Support, Computer-Based Training (CBT), Instructional Systems Development (ISD), Structured Systems Analysis and Design and Conference Management constitute OSI’s primary services.

Optimal Solutions and Technologies (OST) - SDB/8(a)

OST specializes in providing management, business improvement, and research development and engineering services to the public sector. Already serving DHS in EAGLE, OST’s management expertise includes ISO, EVM, and CMMI level 3 capabilities. OST's engineering capabilities include a fully equipped research development and engineering lab to solve client's engineering challenges and to test, evaluate, and integrate the latest commercial technologies.

Primescape Solutions, Inc. - 8(a)

Primescape Solutions is a top-ranked business experienced in providing technical and management solutions to both public and private customers. They set up and support PMO offices, are involved in CBP’s Data Fusion Center with detection and sensor technology, and are experienced infrastructure managers.

Steven N. Tomanelli & Associates (ST&A) - VOB

STA is a law firm providing nationally recognized subject matter expertise with decades of experience in acquisition and procurement law, as well as specialized acquisition subject areas, such as Earned Value Management, budget preparation and cost accounting. STA has assisted agencies such as the Secret Service and Department of Defense with business process improvements in their acquisition processes, end-to-end procurement planning support, and establishment of program goals/milestones, acquisition metrics, standards and quality assurance plans.

TestPros, Inc. - Total Small Business

TestPros provides DHS and other clients in the Intelligence/DoD/Civilian Government sectors with process improvements, technical engineering support services, independent assessments, compliance monitoring, quality assurance (QA), physical testing and test automation, and contingency planning. Process expertise includes CMMI, ISO, RUP, and ISO quality assurance. TestPros provides a Top Secret test lab for software diagnostics and certifies systems with “TestPros Tested” logo.

Trident Systems - VOB

Trident has been providing hardware and software systems to military and commercial clients since 1985. Trident’s systems support customers ranging from deployed U.S. Military Forces to the New York Stock Exchange. Trident’s specialties are C4ISR military technologies, situational tracking, electro-optic solutions, and secure messaging.

USGC, Inc. - WOSB

USGC has experience in providing program management, records management, and administrative support to the U.S. Coast Guard. They have provided procurement, acquisition, and contracting support to DHS and the TSA. USGC also provided subject matter experts, management consulting, federal regulation consulting, business process improvement, and records management for TSA.

Vision Point Systems (VPS) - 8(a)/Hub Zone

VPS delivers expert engineering solutions to Federal Government and commercial agencies that create and sustain competitive business advantages. VPS has specific experience providing maritime corrosion science and engineering, including painting, data analytics using artificial intelligence and advanced visualization, and technology transfer. VPS designs mobile field-acquisition tools, complementing team BVTI’s acquisition expertise. VPS also provides Portable Coefficient of Friction Monitors.

Contract

The prime contract has a two-year base period with three option years. Service may be requested by any DHS agency and can include OCONUS service.
